And not exactly. Kadaj has to touch his mother to become grow up and become Sephiroth, whereas Youka just didn't have enough energy to become Yuuka in the first place.
A better comparison is trying to break out of the gravity well. If you reach that critical escape velocity, you're free, off into the wide universe. If you don't have enough energy, no matter how hard you try you'll just...fall back to earth.
