Guess it's a was bad idea to check the quality of a scan from a lower-res version of it. If people care, it could probably be cleaned and re-uploaded. Seems a bit unneccessary though, as there is already a boat load of low-quality images under scan that would have more benefit from having this done..

The only way to fix these scans would require the original scanner to redo the whole thing and save it at a near max jpeg quality level. No amount of photoshoping can clean these scans without making them stupidly blurry.
I'm sorry but I have half a mind to flag each and every scan in this pool as they stand now. They're just so poorly done.

I'm not sure about the actual manga pages, but the front/back pages can be easily cleaned. Although yes, a re-scan would be best, but the chances of that happening is small.
Various examples: v1 | Simple cleaning v2 | Extra cleaning v3 | Downsized.
The only thing I see still being a problem is the lines, which could be fixed manually. Would take a fair amount of time to do, but it can be done.

If you can take care of those pages, then that's great. In the meantime, I'm gonna go ahead and flag everything. It sucks for the uploader but we can't keep letting extremely poor quality scans through.
