Where was that revealed about her? I don't remember officially reading she had that kind of speed. Just that she's pretty damn fast. It depends. The comment on Aya's Peerless Wind God card from MoF is that she supposedly moves so fast that there isn't even a blur anymore(meaning invisibility). If Aya can move so fast that she no longer reflect or emit photons, that means she's moving beyond the speed of light.
However, in game you can clearly see an indistinguishable blur as she rapidly blazes back and forth across the screen. Since the color is bright red, maybe Zun had it in as a trail of sorts; or maybe Aya is only fast enough that you can only see multiple streaks of light everywhere.
Another reference would be Aya's picture in Grimoire of Marisa, where she's phasing through lasers.

If she move at speed of light, it will still be speed of light relative to herself and the airplane.
You want to keep the relative speed as low as possible if you want a steady shot.
It's possible that Aya do a sudden brake when taking picture of her latest scoop caught red handed in embarrassing situation. That doesn't work well with something that's flying, even if it's in lower speed that Aya's top.

This is a really old comment so you most likely wouldn't even read this, but I would like to mention that multiple Touhou characters do have feats where they go beyond the speed of light, considering the many times they have to dodge lasers and light based attacks, but you also have stuff like some of Okuu's spellcards, whose description is that she shoots photons and the other characters have to dodge that. There are even some characters that end up breaking the speed formula in some way (By crossing places that are said to be infinite in size/length such as Kaguya's corridor or the Sanzu river), which would leave them with immeasurable speed, this includes characters like the IN playable cast and others who compare to them, and that would include Aya, as she's faster than characters like Remilia.
However, all of this doesn't matter in a doujin because the authors can change things to their liking so they can tell the stories they want, it's just like when they change the personality of someone.
