This picture is funny to me, since the U-boat navy of the Kriegsmarine was probably the least pro-Hitler/Nazi Regime of the German armed forces. But hey, it's a cute picture, so I can't really complain.
so did Hitler acually like the sub or is this just random pairing
She is Aryan enough to be acceptable. Hitler had little use for the Navy and got seasick on everything except maybe Bismarck. (Some of the German Navy's officers and enlisted were Jews, but because they were in the navy the Nazi Party looked the other way, because finding skilled sailors and especially officer in Germany is not easy).
You know, even Hitler loved his dogs. (In fact, all dogs, generally... it's just humans that weren't high on his list.) He also probably wasn't beating his girlfriend or anything like that, although he did explicitly not want children. (He didn't consider himself Aryan enough to pass on his own genes...)
The capacity to be nice to one or two people doesn't necessarily merit a "good" label.

Following that good point, I want to put forth the point that eating a hotdog with a girl/sub does not actually mean you're a good person or that you're doing a good deed. Especially in comparison to another Hitler pic where he saves a girl, here it just looks like he's eating lunch with his (ship)daughter. So I would say this doesn't merit being in "unexpectedly good" pool. Unless I'm missing something.
Considering what Hitler is famous for, wiping off ketchup(?) on a child's face with such expression would surprise many people as being good for an instant. Yeah, it was just all how it's perceived. No need to go deep and think too much of it.
It was more political affiliation than anything. The kriegsmarine was by far the most liberal of the branches while the Luftwaffe was the most Nazi.
I think the supposed quote was he had "A nazi airforce, an imperial army, and a communist navy."
By every account I've read, including those of Galland and Rall, the Luftwaffe was decidedly unsympathetic towards the Nazi party. May have just been their respective units and stations though, and they did state that later in the war as more and more new pilots were tossed in they were more often dyed-in-the-wool Nazi party supporters.

At the risk of being considered a Nazi sympathizer, everything that Hitler did really made sense considering the time he lived in and his past. May not have been "moral" but it certainly made sense. WWII never really had to happen if a few allied countries *cough franceandengland cough* didn't set up the world for it.
But even considering this, if I was a teen in the 1940's I would have signed up to kill me some nazi's.

Well that is why the military recruits them young, more likely to make bad decisions. I'd probably be a horrible person and end up like my paternal grandfather who got an exemption by having his job labelled as essential to the war effort (it really wasn't...).

To point out, by 1926, Britain was trying to get the reparations from Germany anulled, so they weren't being taxed into poverty for what Kaiser Willheim had done with WWI. Each time they brought it up, the US went "Eh, we don't care either way", Russia was more "We don't like Germany but we're not going to make them suffer, but we won't vote either way", and France was more "NO, THEY MUST SUFFER MORE POVERTY FOR MURDERING MANY OF OUR YOUNG MEN! :V" and down-voted Britain's proposals. So, the reparations continued, until Hitler took power, and slowly but surely threw every regulation, tax, and imposition levelled against Germany by the Proto-UN after WWI out the window and brought us to WWII.
