IN THE GAME, they're retracing many historical campaigns the IJN participated in. Summer Event 2014 was Operation AL/MI with the highlight being a makeshift Midway. Winter Event 2015 was a remake of Operation Hailstone. Summer Event 2015 is another take on a segment of the naval battles of Guadalcanal. Even the regular missions in the game remake more historical campaigns. On and on and on.
If they truly were modern, their weapons, tactics are not. No missiles. No jet aircraft. No self-guided torpedoes. None of the tools for modern naval warfare. Instead, they reproduce weapons, aircraft, equipment the IJN fielded in WWII.
Visually, in terms of how the characters look, it's "modern." Those outfits the girls are wearing are not exactly from Japan's wartime era which was a much, MUCH more conservative era of the country. But everything else screams of a WWII style. There are so many nods towards WWII in Kantai Collection. Even references to units and the ships that made up those units. I don't know that WW2 already has Smart Phone, Internet Browser and Helicopter Carrier, Aegis combat system for those girls to know and use. Reference to units, and ship just as same as war veteran who survive the was, and they keep mention events, stuff from the war, and they don't make them living in wartime.

That just game setting, especially for WW2 maniac, who love WW2 waships and tactics, not the modern, as same as people who love watching Napoleonic-era fighting in shoulder-to-shoulder ranks, not like modern tactics, just take cover, shoot and call airstrike when they just face little trouble.
