True, but you're missing the point. Shirou takes the skills and strength of the sword's original user when he picks a sword up, as shown in the UBW route. You are fooling yourself and everyone around you if you think Guts isn't on par with the greatest swordsmen in literature, both olden and modern. If Shirou was to wield the Dragon Slayer, it would be possible to defeat at least a handful of the "true" Noble Phantasms you're so stuck up on supporting. Never forget that in the Nasu-verse, "second rate" conceptual weapons still don't adhere to a strict power level, especially in Shirou and Archer's Reality Marble. Bringing up Excalibur, one of the top 3 Noble Phantasms in the damn series, to try and demerit the Dragon Slayer, discrediting it as a mere conceptual weapon in Shirou's Reality Marble, is already a gross oversight of what Noble Phantasms are and what Shirou can accomplish.

IT may be a second rate phantams, but what makes it the dragonsalyer is Guts, not the sword itself. Thats showed on Hf shiro traced berzerker's sword against dark berzerker and won with a single hit (witch is the only reason I respect him, the guy faced berzerker alone just to proterc Illya) because he drew all berserker skill and power.
Actually, it took nine hits, and if a certain Servant didn't pause (for some reason I forgot) Shirou would've been gibbed anyway before he landed the ninth hit.

The reason why Shirou wasn't gibbed was because black berserker stopped after seeing llya, allowing enough time for Shiro to impale him with the last strike.
As for being able to replicate Dragonslayer, Shirou could do so easily.
Especially in UBW. Within his reality marble, the cost for producing a blade is zero. His prana goes towards keeping UBW active rather than forging blades. Hence why it is called Unlimited. Shirou could spam Excaliburs in UBW faster than a minigun could spit bullets, if he wanted to.

There is one sword that he cannot reproduce; Ea.
But reproducing Excalibur would be rather dangerous to do. It is a weapon so powerful, so superior to others, that it's hard to reproduce. Even Archer has a hard time Tracing it, as he mention on UBW route (something along the lines "It would not be a perfect copy, but it would be close enough" or something like it... I need to replay to remember). Considering Archer skill in tracing a weapon is superior to Shirou, Shirou would have a harder time tracing it, even inside UBW, where he just needs a glance to reproduce it
dragonslayer def can be reproduce from the reality marble, as it is still made out of earth's material. Shirou can also wield it (if he has the same amount of physical strength as guts as the sword was describe as "huge, but unusable") and uses guts technique along with it (I don't think that there's too much skills that he can get since even the user only needs a basic swing to kill most enemies, and more basic swing to kill bigger foes)
