You shouldn't use the forums for this. Deleted posts can be appealed once by the same user at the cost of three upload slots until it's approved or deleted again, to appeal you have to click on "Appeal" under the Options heading in the sidebar to the left of a post. See howto:appeal for detailed info.

You're allowed to ask for feedback in the forums. It just needs to be done in the Upload Feedback Thread (topic #7934). If they tell you that there's something really wrong with the post, then you won't need to waste those upload slots trying to appeal it. However, keep in mind that the thread is for feedback, not a substitute for the appeals process.
