Rule of thumb is: Fat is a product of the body when you intake more calories than your body needs. Carbohydrates are pretty dense in terms of calories (and you typically end up eating a lot more of this than fat, even if fat has more energy density). Protein is not as energy-dense, but provides many of the necessary building blocks (amino acids) for muscles and connective tissue.
Also, people get fat more easily from a high carb diet than a high protein diet. So eat up, Kogasa-san! Just be mindful of the rice refills.
