Personally I think it's the self upload that dooms it to never be approved since self uploads are usually scrutinized more severely but I still think their works need to be approved and it's a shame that they aren't.

If 12 people with random uncertain taste rejected x the first time I doubt they reconsider and pass it a second time around --- without statistics, who can tell if the Appeal System ever works ?
The mean-spirited prejudice against self-uploads is silly based on emotion: art can only be judged by itself. Other criteria is meaningless.
[ Mind you, the artists too are at fault for not craftily uploading their art from a different account; but still... ] But yes, it is extra-sad so much great art seems unfindable, or was never passed; particularly when due to the greed of the uploads rate, so much dross has to get through.

I have always found it works, used it more on a previous far more active account, but generally one has to have a very good reason for the appeal. Then again this was a few years ago now.

I can't say how often but it does work, but the "appealer:any status:active" search even times out since it's so huge. There are a lot of different reasons someone would skip it the first time but approve if after it was appealed.
And yes, people are gonna be biased against self uploaders, even if they were removed from the borderline section of the upload rules.
